Hunan Environmental Protection Department Organized Consultation Meeting to Discuss Key Proposals

The provincial CPPCC standing committee member and vice-director of the proposal committee, Guangrong Zhang, and other leaders participated in and guided the meeting.

In March of 2016, the proposal “strengthening environmental monitoring, construction of green Hunan”, proposed by APDprovincial committee, entered the list of key proposals of Hunan Environmental Protection Department (HEPD). In the afternoon of July 12th, the vice-secretary of the Department’s party group and vice-director of the Department, Huilong Wang, conducted the proposal consultation meeting. The proposer APDprovincialcommitteeand the Provincial Financial Department as the meeting organizer participated in the consultation meeting to discuss the implementation of the proposal. Also invited were the member of Provincial CPPCC Standing Committee and deputy director of Proposal Committee—Guangrong Zhang, the member of Provincial CPPCC Standing Committee and vice-director of APD Hunan Committee—Shicheng Ma, the director of Proposal Management Department ofProvincial Government Office—Ji Luo, as well as directorsof other pertinent departments.

During the meeting, the vice-director of Hunan Environmental Protection Department, Biling Pan, introduced the progress of management of the proposal. First, the secretary of the Department’s party group and director of HEPD, Yaochen Liu and vice-director Biling Pan explicitly required that this proposal be the focus of this year. Second, Biling Pan held several conferences to explore the implementation of the proposal, and went to DPA office to obtain recommendations. The Monitoring Office as the leading department of this project andthe HEPD Office as the coordinating department, communicated for a few times with the Provincial Government Office, Provincial CPPCC Proposal Committee, APD Hunan Committee and meeting-organizing departments. Third, till today, some measures for implementing the proposal have been examined, part of which has been implemented. Provincial Financial Department as the organizer of the meeting has added some advice. At the meeting, the proposer and the meeting organizer further discussed about the proposal.

The member of Provincial CPPCC Standing Committee and deputy director of Proposal Committee, Gungrong Zhang, affirmed the work conducted for managing the proposal. He then required all the relevant departments properly communicate when managing the proposal and that the meeting organizers should effectively implement the measures proposed from the meetings.
