On January 27, 2015, the Provincial Governor Du Jiahao proposed the specific objectives of ecological civilization construction and environmental protection in the fifth section of his report “speeding up the construction of two-oriented(resource-saving and environment-friendly) society , co-building and sharing our beautiful homeland”  in the fourth conference of the twelfth session of the People's Congress of Hunan Province.
